Depending service request, it provides Constant Bit Rate, Variable Bit Rate, Available Bit Rate, and Unspecified Bit Rate of services. The token bucket has been proposed as the mechanism for flow control in ATM Networks. It is feasible for constant bit rate traffic, but might not be applicable to variable bit rate traffic in its original form. This is because there are many packets that cannot get tokens, and in turn will result in long queuing time. This will have a large impact on the real-time packets. In this thesis, we propose an improved method that can address the aforemen-tioned issue by better utilizing remaining bandwidth. And in the same group, we also consider the priority rule with fairness. According to the result of our simulation, the mechanism not only can be effective to utilize remaining bandwidth, but also can be suitable for the traffic of Variable Bit Rate.
