碩士 === 國立中興大學 === 水土保持學系 === 93 === As information management of state land environment becomes a global trend, Taiwan must follow up and devote a great deal of efforts. Among all state land resources, river basin takes a great portion, however it lacks for watershed reservation and obey low in most organizations. To catch up with this trend, and hiyher the effect, it need to set a suitable operating proccdure. Three thoughts need to be considered when carrying out river and coastal environment planning, as states below： 1.All kinds of administrative and construction maps have to contain digital survey information of accurate geographic coordinate system and elevation data. Satisfying the first-line water and soil conservation professionals’ need of data digitalization is a top priority; then go from the bottom to the higher authorities. 2.Develop the concept of integrated regulation for watershed, river basin, and coast. Update the latest data and implement technical training constantly and Develop digital river basin management system to meet all stages of administrative and professional needs. 3.Integrate information analyzed from river basin environment resources to support decision-making.
