This study will consider the three needs, economic, management, and construction about which method of those feasible programs, is the best choice that we can use to collect and build the NGIS(National Geographic Information System) database of the public underground pipes. We consider the three needs, than setup ten estimated principle items, 「building time, cost expense, difficulties of that technique, needs of manpower, good usability of the built database, complete covering the city area of the database, application and expandable usage, accuracy of the database, usability of the draws and safety of the works 」, use the systematized and structured Hierarchy Scoring Method, that picked the advantages of AHP(Analytic Hierarchy Process) method and SMART(Simple Multi-Attribute Rating Technique) method, to estimate those feasible programs(A1, A2, A3, A4) which were drafted by the decision- team.
A1:use The Geo-radar Division technique to find the database of the public underground pipes
A2:request those companies and bureaus who manage the public underground pipes to provide their pipe-database
A3:combined the pipes from their man-hole lids or handy-hole lids which are on the road surface and had been surveyed, drawn, and investigated by opening those hole-lids
A4:trying to dig the roads and find those pipe-database or take the pictures of those pipes from the present construction area
From the systematic, constructed and scientific estimation and calculation, one can find that the (A3)program had the highest evaluation , that is the best program. The result explained the method which had been used by the Taichung City government and the Taipei-County government to collect and build the database of the public underground pipes, had not disobeyed the result of this research, from this research we can understand a simple, direct and effective mode, which can also be used by the local government and some decision-making teams.
