If a router can control the quality of service (QoS) of the packet flow through it by the functions of packet scheduling, packet dropping, rate limiting, traffic shaping, …, and so on, these must make its load heavy further. Thus, it is very important to understand the performance of a router when running the functions described above. However, the performance of routers speeds up soon. You cannot expect the performance data always accompany the new routers. Therefore, it is necessary to create a methodology to explore the performance of router’s QoS functions. This paper proposes a model to analyze this performance and a test plan as per the model. It includes three parts: considered conditions, QoS functions, and evaluation criteria. The considered conditions can be router type, input traffic type, …and so on. Once they change, the performance of QoS functions will change. The change of performance must be evaluated by some criteria such as CPU load, the correctness of QoS, and the convergence time of re-steadying. The test plan includes Baseline Test and QoS Test. Baseline Test is to verify if the established test environment is correct by comparing with the performance data announced by vendors. QoS Test is to investigate the performance of QoS functions systematically. The test results will stimulate the analyzer to verify the behavior of QoS functions described by vendors. This makes us clear what will changes once a QoS function is running. The research make enterprises not need to change their network topology when they want to set up QoS on their networks.
