The demand of learning English is in urgent need for the parents of younger children in Taiwan, however, a prohibition against teaching English in kindergartens made by the government has become the major issue opened for discussion publicly. The purpose of this study was to explore the implementation of English teaching in a kindergarten, to understand the orientation of the bilingual class in the kindergarten and its social context, and to explain the latent problems from the angles of teachers, preschooler, parents and younger children. The subject of this study was based on a bilingual class of a kindergarten in Taiwan. The researcher adopted the qualitative approach, using long-term observation, interview, questionnaire and documents collection, to understand the current status in the bilingual class. The findings are listed as follows: The situations and problems in a bilingual kindergarten: (1)The teachers, parents and younger children are satisfied with the half Chinese and half English curriculum in the bilingual kindergarten.(2)The teaching strategy has transferred from “No Chinese” to “All in English, please.”(3)The Chinese teachers with both excellent English and Chinese abilities play important roles.(4)The main problem in managing the bilingual kindergarten is the staying of foreign English teachers that are unstable. The view in culture valuing of the younger children after studying English:(1)The partiality in culture valuing was not reflected in a bilingual class.(2)The teachers and parents think that the partiality should be caused by information around the younger children that are not related with the English learning. According to the findings, the research has made some suggestions on what type of kindergarten should be banned, the teaching goals, the textbooks, the teachers’ qualifications and English teaching hours. Other suggestions such as the research areas, the methods and the subjects can be applied by the researcher in the future.
