Both people and the government realize that they cannot avoid natural hazards such as earthquake, floods, typhoons and muddy flows, etc, in the future. Therefore the Executive Yuan developed the “Integrated Community-Based Disaster Management” program(CBDM) in 2002. The objective of CBDM is to enhance community resident’s knowledge and skills to protect from hazardous environment through professional teams. After three years, now is a good time to review the consequence of CBDM. This study uses literature reviews and depth interviews as study method to analyze some issues, such as the promotion of the operational mechanism of the resilient communities, the action of disaster management approach, the roles of the professional teams, and the assistance from the governments. Ten studies offer some issues as findings for the study. When community properties cannot develop well and community organizations do not have suitable management, these problems will influence the development of Disaster Resilient Communities. Moreover science-value and funds restrict assistances of professional teams now. In addition, the disaster planning of governments and professional educations still do not have complete concepts of disaster management. Consequently, the study intends to suggest some ideas to improve these problems. Residents should combine the action of disaster management and the development of community property through community activities to support Disaster Resilient Community. Besides, if professional teams can make a cooperation-agreement to integrate community planners, community colleges and local assistant centers, they will establish certain assistant roles for themselves to promote Disaster Resilient Communities. Finally the study also proposes our governments to adjust their policies, administration, frames and the subvention immediately to promote Disaster Resilient Communities participation in long-term development and disaster management.
