碩士 === 銘傳大學 === 公共事務學系碩士在職專班 === 93 === Abstract When the previous government faced the complexity, mobility and diversity of the environment, it had to adapt a new form of administration. The government could not be the only one in charge. It had to work with citizens and private departments in the deal of cogovernance, comanagement, coproduction, and coallocation. This was also called participatory governance. Therefore, the relationship of public, private and citizen had become an important governance model of this present age. This study visited the participants of the reconstruction of ecological environment of the university community, Liougong irrigation waterway in order to participate the complete process of rebuild citizen, private and public. Also this study did a survey on the satisfaction of the people who used it and the suggestion of how to maintain it in order to exam if the promotion process and model of this project was helpful for building a sustainable community. By doing the survey, the strategy of constructing a sustainable community could be suggested by SWOT analytical model. In this case study, the non-profit organization, Mother Tsua Foundation, and College Community Developing Association hold a series of activities for the citizens of the community in order to strength their requests. Then the public department and the planning organization (private department) assisted the proposal of the project. Under the trend of world wide sustainable development, the project was completed by using ecological engineering as the main frame of planning and construction. From the case study of the reconstruction of ecological environment of the university community, Liougong irrigation waterway , the success of participatory governance for the sustainable community can be seen.
