In respect of the first issue, project performance indicators are analyzed in terms of project types (planning type, development type, maintenance type) and project scale (large, medium, small). In this regard, there are four aspects: project management performance, an organization''s values and performance, technical capability performance, and psychological and social performance. As for the second issue, analysis is conducted by knowledge-based procedural management capability, including knowledge acquisition procedure, knowledge conversion procedure, knowledge application procedure, and knowledge protection procedure. The methodology for this study is to investigate the software projects of the information services industry and to verify hypotheses by tying them in with multivariate analysis. The result of study finds that knowledge management capability should be regarded as a continuous whole , it is having project process capability to the relation by harmonizing influense of project knowledge attribute, in addition knowledge management capability is also having project performance part to the relation. As for the match of project attributes and project performance Indicator, finds only that project management performance indicator in project type and technical capability performance Indicator in project scale , supported partly.
