These outstanding high-rise buildings not only demonstrate the social and economic power, the magnificent view of the city, but also pose a numerous potential risks, among which the fire risk being the dominant. Besides the painful price to be paid by local and global companies and the insurance industries for the high-rise building fire, it is worth investigating to know how to improve the ability of underwriters in identifying the fire risk, and how to efficiently apply the underwriting strategy. Automatic sprinkler system is the first line of defense for the fire protection system of high-rise buildings, and it plays a key role in preventing casualties and properties losses. It is also the most reliable fire extinguishing system recognized by fire departments and insurance industries around the world, with fire extinguishing rate of 97.8%. According to the statistic by National Fire Protection Association, sprinkler systems can only fail when either the preventive maintenance is omitted, or when the sprinkler system is not up to the risk level suitable for the ambient environment. How to ensure the reliability and avoid faulty acceptance by the underwriters remain crucial for insurance industries in the underwriting procedure of high-rise building fire risk and implementation strategy. With regards to the high-rise building fire risk management, the underwriting should not be just about a passive diversion and sharing on the risks, but rather an active implementation of loss control and inductive loss prevention. In this way, not only the insured can benefit from the less accident and consequential damage that might have impacted their market share, the insurer can also benefit from improved quality of the business as a result of the better loss control for the companies insured, and hence winning recognitions from global reinsurance industries. Based on the abovementioned target, this research performs an in-depth analysis on the fire risk elements for the high-rise buildings through the interview with experts and the Characteristic Diagram. A modeling is done through Hass System on the dischatged capacity for sprinkler systems for local high-rise buildings. The modeling result is further crosschecked with global standard to analyze the difference in reliability. Then, based on the joint consideration from the interview with experts, Characteristic Diagrams and the Hass System, an underwriting strategy and suggestions are proposed. It is intended to promote the management capacity in fire risk for local underwriters, and efficiently lower the impact of high-rise building fires.
