碩士 === 銘傳大學 === 傳播管理研究所碩士班 === 93 === The main purpose of this paper is to provide an algorithm for government to determine the suitable strategy to develop cultural and creative industry under fuzzy environment. The fundamental concepts we have adopted include the fuzzy Delphi method, analytic hierarchy process, fuzzy set theory and multi-criteria decision-making method. We use factor analysis to condense twenty selection sub-criteria into five criteria to construct the hierarchical structure of evaluation of develop strategy. The fuzzy Delphi method is integrated with the eigenvector method to form a set of pooled weights of the extracted criteria. The concepts of triangular fuzzy number and linguistic variables are used to assess the preference ratings of linguistic variables, ‘importance’ and ‘appropriateness’. Through the hierarchy integration, we obtain the final scores of alternatives. Then we use a revised Chang and Chen’s ranking method to rank the final scores and rank the final scores for choosing the optimal alternative. We find the criteria to judge optimal strategy of developing Taiwan cultural and creative industry include “economic development”, “global market ”, “region development”, “cultural accomplishment”, “international exchange”. With Taiwan movie industry to be the practical case, it is discussed to see the possible advantages of the proposed method.
