Accordingly, improving safety culture of an organization is especially noteworthy in spite of a perspective of risk management or a financial perspective. According to the history of the construction industry, its safety performance is lower than other industries. The main reason is that a positive and good safety culture in a construction industry is not popular. Furthermore, a level of safety culture in an organization depends on a leader’s safe commitment. Therefore, this study investigates the correlation between safety culture and management system. In terms of a survey questionnaire method, some findings are as follows: 1. Eleven factors are relevant to an organization’s safety culture. 2. A positive relationship exists between safety culture and Organizational management system. 3. Safety training could promote the level of appropriate and safe operation procedure. 4. Improving the safe climate and an appropriate working allocation could enhance the effect on safe training. 5. Improving an appropriate cognition of risk management could help to promote the level of employees’ safety behavior. 6. An appropriate cognition of risk management is based on the higher levels of employees’ responsibility, achievement of working, interaction among employees, and coordination among employees. 7. The workforces almost ignore “The Rule Observance” and there couldn’t stipulate them availably.
