Some studies have indicated that local tourism policy and attitude of local resident must coordinate with each other to develop country tourism. When industries are relative to the local, the support from them is needed. Baihe rural tourism started developing because everyone matches with mutually, making the activity successful. But in recent years, the integration of resources and the problem of trust mechanism have made the industry gradually fall into crises. The aim of this study is the society impact on the rural tourism development, and the influence of social impact on social capital. This research takes Baihe as research object, 156 valid data were interviews and questionnaires taken to measure the social impact and the state of social capital. The social impact attitude is modified according to Tourism Impact the Attitude Scale(TIAS), divided into physical impact and non- physical impact, and further used to realize the relations between social impact and social capital by a linear method of LISREL. The result of this research reveals that substance impacts on(work chance and the increase of shopping places) trust, the mutual benefit ;non- substance impacts on(the Lotus product floods) the common value standard. The dissimilarity of the Baihe space type presents different phenomenon on social impact and social capital. Especially in the tourism developing area, there are notable influences of impacts on social capital. This research provides suggestions to the Baihe tourism development of the future.
