Firstly, Q/R represents the order qualifier to enter the competitive market, that is, if organization, without demonstrating the products conformed with the standards in the industry, they have no any qualifications to sell their product in the market. Secondly, facing the price competition from the emerging technology countries such as China, India and etc, high Q/R products mean the competitive advantage. In the case, Q/R called for order winner. Finally, high Q/R products resulted in higher price in the market, they are profit gainer of the organization. In addition to enhance technology to promote Q/R, organization also to get some certifications or qualifications of products per standards and requirements, such as, ISO 9000 quality system requirement and Telcordia standards fro Bell Lab are for quality and reliability, respectively. The purpose of the thesis is to establish a reliability management system, the sources come from the practices and know how in the communication industry, and supporting with reliability theories and technique requirements accordingly. In the report, three-phases (design, manufacturing and service) system structure will be proposed and illustrated by the passive component industry in optical fiber communication.
