The research targets are flight trainees of some of national air force training unit. This study used CIT to gather main and secondary data, and then undertake descriptive analysis on low-experienced trainee who had experienced air crisis in 2005 training. Another side, reports about air crisis caused by low-experienced trainee from 2000 to 2005 were gathered to undertake a content analysis. This research also used Means-End Chain Theory to deal with a series of air crisis factors or related level of time chaining and event model, and then discuss the reasons and potential factor according to the results to find essential cause actively. This research made efforts to direct low-experienced trainees to produce a correct cognition about how to deal with air crisis, further strengthen air security to reduce air accidence. Low-experienced trainees have highest specific weight of risk in the concept of risk management of air security. There is a difference of characteristics between high-experienced trainees and them. Operation judgment and running of flying between these two groups has more apparent difference. CIT is made of a series of defined processes which include observations about human behavior. CIT classifies those observations to become useful data in stating practical facts. The data gathered by using CIT technique in this research is credible and valid. The cause and effect of air crisis can be stated clearly by describing air accidence.
