| Summary: | 碩士 === 義守大學 === 管理研究所碩士班 === 93 === Currently, the government promotes the private participation in the public infrastructure aggressively, and as the panaceas of solving public finance. Until 2005/6, the regulated projects of promoting private participation has searched 490 pieces, and unregulated or under assessment projects are inestimable. Among of regulated transportation facilities projects of promoting private participation have reached to 75 pieces, and it’s the most investment amounts in the thirteen legal public infrastructure items. Nowadays, the promoting private participation project laws have oven 19 years, but, the government still not explore or construct concrete or effective performance management system or assessment methods. Though in the Articles 54s of the promoting private participation has regulate the content “Through the assessment by the government authority if the performance is good to the civil organization, the government authority could sign the contract to the civil organization preference on the expire-day of the project, and civil organization could operate the project continuously.” But what is good performance have never reached precise conclusion.
At present, the rail transportation system cases were well known as the majority of the BOT mode outsourcing, this study aims on the research of" the performance management system and valuation method" with this object. This study the research object depend on the method of promoting and on regulations of award civil organization participation investment on government infrastructure to carry out of the rail transportation system for the BOT cases.
Because this research property belongs to the exploration, in order to consider both sides of the spirit of the quality research and follow-up quantity that the function needs to turn the foundation, at first, it will carry on the Focus Groups to scholar''s expert of the domestic and related expertise. Then, select related performance assessment topics & index by Fuzzy Delphi Method（FDM）, construct the weight of performance assessment topics & index by Fuzzy Analytical Hierarchy Process（FAHP）.
Set up operation performance management system based on law in this research, screen suitable four major performances and comment the project of the ancient bronze mirror, too, then screening 21 key performance indexes, and assess the relative and absolute weight of the index for every performance. The last, the research result will offer to the government as the basis for the amendment of regulation law.
