Summary:碩士 === 義守大學 === 管理研究所碩士班 === 93 === This study discusses the implementation of environmental policies for water pollution control of Feng Shan River, Kaohsiung County from the following aspects: Why the leather industry would rather evade inspection by draining waste water stealthily than observe the water pollution control regulations; how the lobby of the people’s representatives exert influences on the water pollution control of Feng Shan River; how should the Environmental Protection Bureau (EPB) cope with the water pollution. The water pollution control involves the cooperation of different departments. In terms of management and implementation policies, the executives of higher level should give incentives to their subordinates and provide them with opportunities to express their opinions about policies. By so doing, the subordinates would make a concerted effort to carry out the policies. This study finds that the Environmental Protection Bureau of Kaohsiung County has tried its best to crack down on the law breaking behavior of leather factories. This not only helps reduce the drainage of waste water by the leather factories, but also remarkably improves the water quality of Feng Shan River. However, the law breaking behavior sometimes happens due to ignorance and negligence. To solve this problem, the EPB is advised to provide proper guidance and assistance to those factories. If they violate regulations frequently, this study suggests that the EPB may order them to suspend production or even close factories. Through interviews with the staff of leather factories and officials, this study draws the following conclusions: 1. The Environmental Protection Bureau of Kaohsiung County should enhance inspection and punishment of unlawful leather factories. 2. The executives of higher level should give support to the inspection personnel for their correct enforcement of law. 3. To maintain the executive-legislative relation, the government should draw up game rules to regulate the lobbying of people’s representatives. 4. The administrative control over and the administrative guidance to the leather industry should be enhanced continuously, so as to make the leather industry obey the laws. Moreover, the public should also show their concern about Feng Shan River through prosecutions and petitions. In this way, the water quality of Feng Shan River will be improved .
