Summary:碩士 === 玄奘大學 === 公共事務管理學系碩士在職專班 === 93 === Abstract The government of the Republic of China started to enforce the Government Procurement Act (GPA), 1999 in pursuing the admission to the World Trade Organization (WTO). According to Article 93 of GPA, “An entity may execute an inter-entity supply contract with a supplier for the supply of property or services that are commonly needed by entities.” a governmental agency may execute inter-entity supply contract through the electronic procurement procedure. This empirical study aims to find impacts of the electronic procurement system on the work attitude of procurement personnel. The survey questionnaires were distributed to staffs in junior-high and elementary schools in Hsinchu City. Findings from the survey will contribute to the agency which enforces the procedure. The major findings are summarized as follows: 1. There exists significant differences among procurement personnel with different characteristics. (1) The number of female procurement personnel is larger than that of male. Female staffs have higher degree of self-awareness of devotion to work than male. (2) Procurement personnel aged between 46 and 55 have the highest degree of self-awareness of devotion. There are no subjects aged between 56 and 65. (3) Procurement personnel mostly have college degree, and secondly have master or higher degree. Those who have college degree have the highest degree of awareness of devotion to work, and those who with high school degree have the highest perceived value of work behavior. (4) Married procurement personnel have a higher degree of awareness of work attitude than single. (5) Procurement personnel with 21 to 30 year experiences have higher perceived work attitude than other age groups. (6) Procurement personnel as non-chief officer have higher degree of awareness of devotion and work behavior than those who are chief officers. 2. There exist significant differences among personnel with different work characteristics. (1) There exists positive correlation between two dimensions: work characteristic and attitude. Work characteristic can enhance procurement personnel’s the sense of devotion and work behavior. (2) The degree of correlation between work characteristic and attitude is sorted descendently as autonomy, cooperation, changeability, feedback, and completeness. Recommendations are proposed to the government:: 1. Enhancing the communication and coordination among procurement personnel in order to improve their cognition of work characteristics. 2. Nurturing positive work attitude to improve the sense of organization affiliation. 3. Improving job stills through proper job rotation arrangements. 4. Enlarging personnel participation, shaping learning organizations to build common vision. 5. Empowering employees to build correct work value system. 6. Conduct personnel career planning to create organizational vision. Key Words: Work Attitudes, Job Characteristics, Inter-entity Supply Contract
