It is especially true that in Taiwan e-government is developing at a rapid pace under the pressure exerted by information technologies (IT). In recent years, an increasing amount of scholarly attention has been focused on electronic government. However, through a review of literature and related studies, critical factors in individuals’ meaning shared context and attitude toward participation in e-government are uncovered. This dissertation examines the experience of IT adoption within the central level of government in Taiwan by employing the concept of “interpreting scheme”. This thesis will then propose two two-dimensional frameworks for considering the impact of the IT adoption on organizational change.
