The aims were to understand the status quo of those principals participating in in-service learning, and their motivations, involvement and learning results, and to examine, under different variables, the differences of motivations, involvements and learning results between those principals. At the end of this study, suggestions were presented according to the outcomes of this study as a reference for the principals and the policy-making of educational administrations. To fulfill the research purposes, literature analysis and questionnaire survey were used. First, literature on this topic was compiled in order to understand the factors that influenced the in-service learning of the principals. The definitions, theories and dimensions of the motivations, involvement and learning results of principals’ in-service learning were analyzed as the theoretical foundation and research structure of this study. Then, “the questionnaire of the motivations, involvement and learning results of the junior high school and elementary school principals participating in in-service learning for a degree” was developed according to the literature, former researches and relevant scales. The studied targets were the principals of junior high schools and elementary schools in Taipei City. After pilot test, the questionnaire was distributed to the targets, and the data collected from the returned valid questionnaires was analyzed with different statistic methods. According to the outcomes of the study, findings and conclusions were derived, and suggestions were made. I. Conclusions: 1. Among the motivations of the in-service learning of junior high school and elementary school principals in Taipei City, the strongest motivation was “the acquirement of new knowledge”, while “content learning involvement” was the strongest among all the learning involvement, and “the upgrading of professional knowledge” was the best among learning results. 2. There were partial differences in motivations, involvement and learning results between the principals with different background variables. 3. There were medium correlation between both the learning results and motivations, and the learning results and learning involvement of the junior high school and elementary school principals in Taipei City who had participated in in-service learning. II. Suggestions: 1. For practical situation: the principals of junior high schools and elementary schools were able to participate in in-service learning for a degree, and to upgrade their professional abilities. 1). Principals who hadn’t participated in in-service learning could choose the nearby in-service learning courses provided by the university of education or regular colleges. 2) Life quality should be maintained and the building of human relationship should be enhanced while participating in in-service learning. 2. For future development: 1) Educational administrations should set up a system aggressively for principals’ in-service learning a. The MOE should set up a formal system for principals’ in-service learning by legislation. b. A training organization for the in-service learning of the principals should be established to promote principals’ profession standard. c. There should be regular and coercive activities for principals’ in-service training. d. The courses of principals in-service learning should match the requirements of their professional growth. e. The principal association should be organized, and activities of visiting and interviewing should be held frequently. 2) The graduate schools providing the curriculum of in-service learning should focus on upgrading professional abilities. Courses of Group Formation and HR Management were a must, too. 3) For the future study: a. The studied targets should be expanded to high schools and vocational schools vertically, and to schools in other areas in Taiwan horizontally. b. The researching tools could be improved in order to make it more accurate. c. Besides questionnaire survey, observation and interview could be used in future studies.
