For successfully promoting the efficiency of seeking employment of the special status of middle and old-age workers, a web-based decision support system is developed in this study, so that it can interactively combine Labors Bureau, employer of the enterprise and job seeker effectively. Also, it can enhance the functionality of employment service, and help the laborer of the special status (i.e., the worker is middle or old-age, has the ability and is willing to work) obtain employment smoothly, and reach the target of employment matching. The empirical case of this study is the service website of employment that is under the supervision of Labors Bureau of Taipei County Government. By using evolutionary prototyping method, this study integrates several software tools about on-line analytical processing (OLAP) on data warehouse, analytic hierarchy process (AHP), multi-objective integer linear programming (MOILP), the weighted method, etc. to develop a prototype system on the service website; Among them, well-known softwares ExpertChoice, Lingo 9.0 , and Visual Studio .Net are integrated to implement AHP, MOILP, and the weighted method, such that it can help the unemployed get job, and the maximal satisfaction for both employment providers and job seekers can be reached under consideration of social service. Finally, under different parameters and scenario settings of the developed prototype, managerial analysis can be performed and then some important managerial implications can be obtained for a variety of significant results.
