The severe acute respiratory syndrome (SARS) which was spread in Taiwan in 2003 not only causes extreme impact and loss to the economy but also draws the public attention due to the different processing standards between the Department of Health of Taipei City Government and the Department of Health, Executive Yuan; this leads to not only the missing of optimum processing opportunity but also causes great panic to the society due to the strange disease prevention policy. Therefore, several concepts are going to be sued in this article to try to understand the processing phenomenon of such problem, these concepts include risk, risk society and responsibility attribution, etc., this article is going to analyze the complicated relationship among these concepts through the partition in time and space. In the time aspect, it is divided into three steps such as: risk assessment, risk evaluation and risk management; in the space aspect, it is divided into three responsibility attribution mechanisms such as: institutional accountability, management accountability and technical accountability. The three major topics in the responsibility attribution concepts such as “who is accountable to whom”, “accountable for what” and “accountable how?” are going to be investigated, we hope that through the investigations and deductions among these concepts, we are able to find the causes of conflicts of accountability and their possible effects. Finally, a case study analysis and explanation is going to be performed on the SARS case, solution and suggestion are going to be provided on the responsibility attribution conflict part.
