The admission has positive effect on the overall economy of Taiwan, however, there are several codes to be complied with and the commitments have to be fulfilled after the admission. This has caused heavy impact on the agricultural sector which has been under protection for long time.
This paper make further study only into the rural agriculture issues, so as to find out the reality of rural agriculture development of current days. The writer also drew suggestion from the outcome of the study for the reference of government in developing agriculture strategies. The study is mainly in the literature analysis approach, which was conducted through data collection, objective analysis to examine, describe and interpret the consequential relationship of the subjects of study and the future trend. The source literature is mainly of Government statistical data, Government documents and reports and domestic and overseas academic journals and others.
The rural agriculture development started from the willingness to farm of farmers. The higher the willingness to farm the smoother the development of agriculture. The willingness is subject to the factors, such as Motives to Engage in Farming, Produce Competition and Profitability of Agriculture. The Motive to Engage in Farming, the Produce Competition and Profitability of Agriculture rely much on the administration performance of government. From the above research structure, the factors causing effect on rural agriculture development are comprised on External Effect Variables, Government Performance Variable and Willingness of Farming. Therefore, the key points of the research are to examine the significance of the existence of the above structure. The outcome of the study confirmed: the higher the Satisfaction over Real Reformation, the higher the Willingness of Engaging In Farming in the future; the higher the Satisfaction over Enhancement and Assistance, the higher the Profitability factor; the higher the Satisfaction over Real Reformation, the higher the Motive Factor; the higher the Satisfaction over Real Reformation, the higher the Profitability factor.
The admission of Taiwan into WTO has unfavorable effect on the development of Taiwan Agriculture Development. What meeting us are the ageing of agriculture structure, loss of elite, lower education level, generally low income in agriculture and low willingness to engage in agriculture. What should be address in the future are promoting willingness in engaging in agriculture, improving the current agriculture population structure, explore marketing channels for agriculture produce and assisting the transformation of agriculture.
