Since Government promotes the administrative reform and engaged in the building of electronic government affair, it is feasible to create a complete freedom system for administrative information. This study aims to examine the level of freedom of information and the quality of relevant service of “electronic government”, promoted by the Central Government, by analyzing the content on the Internet. This study finds that all of the 25 local governments in Taiwan have their own websites. Compared with the initial stage of the promotion of “electronic government” when only a few local governments build their websites, we can see great improvement during recent years. However, according to current “Regulations Governing the Publication of Administrative Information”, most of the local governments not only didn’t catalogue those published administrative information, but also scattered those information at different locations of their website. The further integration of the relevant information is supposed to be convenient for citizens to look up their needed information. This study also indicates that “the quantity of freedom information” and “the quality of freedom information” can not only fulfill citizen’s requirement, but also improve the communication between government and citizen. However, each local government has different point of view about the publication of administrative information, which causes the differences in content and format of each website.
