The courses taken include a gradual reduction of service time for the civilian military force to cut down defense expenditures and an adoption of alternative service system to resolve the problem of refusals to taking part in military service based on religious belief. The purpose of this study is to examine the evolution of Taiwan’s military service system. In doing so, this study will discuss the issues of national defense policy, look into the relationship between military mobilization and civil defense, and make contrast between a variety of military service system, including the conscription system, the voluntary system, and the mixed system composed of both the conscription and voluntary systems. This study employs comparative historical analysis as research method to explore the subject of military service system. The goal of Taiwan’s national defense policy is to build up a modernized military force characterized by small quantity, high quality and strong combat capability. It stems from the concept of “effective deterrence” and “impenetrable defense.” This study asserts that Taiwan’s government will continue to adopt a combined system of both the conscription system and the voluntary system. The primary focus of this combined system tends to shift from the conscription system in the past decades and at the present time to the voluntary system in the decades ahead. Under the circumstances that Mainland China has not forgone the possibility of using military force to resolve the cross-Strait disputes over the one-China problem, it is unlikely that Taiwan will adopt a voluntary system of military service at a full scale in the near future.
