There are more and more people need health insurance due to the government implement the National Health Insurance(NHI). It also makes the premium income of the commercial health insurance even higher year by year. From 1995 to 2005, commercial health insurance premium income has increased 25% each year. We can find out from the trend of the medical expenses and hospital expenses of Taiwan’s NHI that the people''s medical expenditure has not been reduced because NHI’s operation and it shows the importance of the health insurance. In the amendment of insurance law announced in May, 2005, our government plan to change the law, Article 138, to permit non-life Insurance Industry to administer health insurance , expand it business. This paper researches from the law, agreement characteristic, Actuarial view, present situation , premium income ,etc. to find the feasibility of operation health insurance of non-life insurance industry and problems that may meet in the future. Finally, we find that there is no doubts of open health insurance to non-life insurance industry, just need to pay attend to some questions on the initial stage of managing.
