Therefore it’s more important on prevention and rescue during the hazard period. While the disaster happens, the real-time hazard information and the possible flooding depth and area are the essential information for the decision makers to efficiently and effectively dispatch rescue teams. Also during the rescue activities, the routing is very important. In view of this, the main purpose is to program a dispatch model. We use the Shortest Path theory to program the model, and the Dijkstra Algorithm is the main core. Moreover, due to the different flood depth we can dispatch different rescue transportation to saving time. Finally, to combine the model into the disaster decision-making support system and we can use for the decision- making and increase the rescue efficiency.
