But enterprise''s innovation research and development needs the knowledge not only limits in the enterprise, but is comes from in all directions, how therefore the enterprise integrate the complex and diverse knowledge effectively, will be the key point whether the enterprise can grasp the competitive advantage. Medium-small enterprise is one of the economical development motivation for dozens of years in Taiwan, and the main body of overall enterprise structure also; therefore, this research will discuss the casual relationship between social capital, organizational learning capability, knowledge creation and the performance of medium-small enterprise by questionnaire survey and statistical analysis. This research focused on the domestic firms of incubation center and sending the questionnaire by mail and internet. We sent out 515 sets in total, subtract 21 sets of answer failure, the return valid questionnaires were 182, the effective returns-ratio is 35.3%. The research established the construction of four variables by the way of the literature discussion, and explored the following questions and the hypothesis: 1. Discuss the influence relations between social capital and knowledge creation. 2. Discuss the influence relations between social capital and performance. 3. Discuss the influence relations between organization learning competence and the knowledge. 4. Discuss the effect relations between organization learning competence and performance. 5. Discuss the relations between knowledge creation and performance. 6. The effect relations of social capital to organization learning competence. As per result found that, 1.In this study, organizational learning competence will cause the effect on knowledge creation actually. 2. Findings showed that the organizational learning competence is unable directly to have the influence to the performance, but it may promote the firms performance by the intermediary effect of knowledge creation. 3. The intermediary effect of organizational learning competence is formed between social capital and knowledge creation. 4. The intermediary effect of organizational learning competence is formed between social capital and performance. 5. A firm’s implement of the knowledge creation mechanism will be able to affect new product development achievement, the innovation performance and the cooperation satisfaction. 6.
