Therefore, this dissertation begins with the comparison among Wu Sang-Qai to detect to the enemy, Lin Tsong’s malpractice and joins the Gang of Mt. Liang, and Gung Yu’s fleeing. Although either hiding in the mountain or fleeing does not consider as a military desertion, but practically this three soldiers do “runaway”; and as a duty, the Military Police will have to “catch them back”. For the reason, this dissertation will discuss “desert” instead of “malpractice”. A lot of the earlier studies are emphasized on its quantity, but this study will instead analyze the dictations gathered from the “deserters” captured by the Military Police Troops; as well as the information collected from my personal visits and interviews with the prisoners. Furthermore, by Lin Yi-Fu’s betrayal and Mr. Lai’s escape, along with its consequence to our society, limitation of prosecution, and arresting process, has inspired me the way to deal with the prevention and the investigation on military desertion. It is not possible to completely end any kind of crime, including desert from the military service. However, we can still reduce it by providing a sound military service system and rational discipline training among the troops. In order to achieve these schemes, a mercenary system, a replacing service, and an appealing system are required, together with mentality guidance and assistance. These are the keys to reduce the escapes as a result of our investigation and study. In support of the suggestion for investigation on military desertion, we have brought up two schemes – preparation of investigation and operation of investigation; and they are equally important. If the preparation was not complete and thoughtful, subsequently it could result in the death of the deserter. Moreover, the investigators would upset the family members of the soldier once more. Therefore, we have brought up six measures such as – “discovering a careful arrangement for the investigation”, “issuing an operative norm for the investigators”, “establishing a military desertion database”, “preparing an information collecting bag for the investigation”, “setting up a connection among the Military Police operating system”, and “strengthening the association and communication between the local troops and the Military Police”. On top of that, according to the present social status, the way of investigation is not simply follow and catch any longer. We suggest seven methods such as “prompt to surrender”, “tracking and arresting”, “inquire the relative prisoners”, “ATM card tracing”, “Medicare card tracing”, “mobile phone tracing”, and “World Wide Web tracking”.
