With the growing of the network environment, PPGIS also become a new web-based tool. Usually, the web-based PPGIS obtains the opinions or ideas with text explanation. In such way, the spatial characteristic of the ideas and opinions rovided by the public are hard to show up, and are hard to be recorded into a GIS database for further analysis. In this research, we use graphic recognition as the basic theory, and use drawing as a tool for explaining ideas. We have developed a web-based cartographic PPGIS, and have used GML as a file format for recording the opinions for ideas from the public. In this research, we use the campus traffic planning in Feng-Chia University as a case study for teachers and students to drawing their suggestion about the traffic plan. The experiment result shows that most of the public are satisfied with this new drawing system. And the drawing data sets also explain clear ideas for the environment and the traffic plan. As a result, the web-based cartographic PPGIS system is valuable for the public participation, and also provides a new channel for the public. And with view of technology, this system has proved that how drawing functionalities can integrate with GIS data.
