One of most important development is to use the clean and renewable energy in the national and the international scale. Among kinds of renewable energy grows, the wind energy market world widely in last years. The government and the private wind energy industry in Taiwan all try to catch up, and there are also some wind energy projects on the way, but in the period of furtherance there are some siting problems in both cases of Andante Wind Energy System and Infra-vest Wind Farm, and both of them were resulted from the application of non-urban land use zoning regulation. After reviewing several successful wind farms cases in different countries, we can find out that wind farms with several wind turbines siting above the earth surface, which show highly compatible with current land uses just like farming or grazing, and the point what should be considered for sustainable land use planning for the future. In order to keep the flexibility of land use became of its uncertainty of urban planning or regional planning, local planning authority should control the decision making of zoning regulation, and according to the principle of environmental conform. According to non-urban land use zoning regulation, the area limitation of wind turbines is set to be within 660㎡in each parcel of land totally. Practically, it will be not allowed to set up the second or larger wind turbine in the same land wherever had installed a wind turbine already, such a phenomenon is just an example about the already named problems in above. Therefore, the goal of this study is trying to make a clear image about the following questions about the non-urban land use zoning regulation: First, if the land use compatibility of wind farm is properly considered in whole planning phases. Second, if the local planning authorities have proportional competence to make decisions and take control over the non-urban land use. Furthermore, all these decision-making should be made on the fair platform for each wind energy project. This will be essential for guaranteeing good development of wind energy industry in Taiwan.
