In face of such unregulated community and urban/rural problems, the Council for Cultural Affairs first brought forward the concept and policy plan of “Community Empowerment” in December 1993. Having “community” as the policy appeal, it indicated the basic direction of the experience of this social cultural crisis. The concept of community empowerment has a profound impact on the central government’s policies and measures. Many ministries and bureaus have infused the spirit of community empowerment in their relative policies and initiatives, emphasizing a bottom-up approach, citizens’ autonomy, and the process of their active participation. However, the essence of policy implementation lies in how the local government responds and fulfills the central government’s policies, and benefits of the community policy are directly represented on the community itself and its residents. How do local governments re-frame their strategies, how is the execution process carried out, how does it interact with local residents and how it solves the local issues, what kinds of problems and difficulties arise during the process, and how should local governments improve and respond are the key points of discussion in this essay. This study builds on the understanding of the spirit and implication of people’s participation and the relevant theories of policy implementation as the basis for the exploration of community empowerment policies. In the process of reviewing the relevant policies, it attempts to clarify the social problems that the policies expect to solve and the tasks and responsibilities of various levels of the community, to analyze how the centrally-drafted policies are modified by local governments to solve the existing local problems and achieve the expectant objectives, as well as what kinds of problems and difficulties are generated during the actual execution of these modified strategies. Finally, feasible recommendations are made according to the issues generated from the execution process of the survey, to provide local governments with a reference for their future development and improvement, and provide the central government with a reference for re-framing its policies.
