Therefore, this research take Nantou service center of free way for example and measures the environmental thermal factors above several kinds of pavement, including interlocking blocks, grass, concrete and asphalt. In the same time, surface temperatures, heat flux, wind velocity, direct solar radiation, reflected and diffused radiation, moisture content of soil are also recorded simultaneously. We use the “heat transfer process”, “Newton’s cooling law”, “Stefan-Boltzmann law” to establish the outdoor heat output model to simulate the heat of reflect, radiative emission, and convection. We found that the main factor that effect the ambient air temperatures is surface temperature (r=0.95, p<0.05). The heat absorption in summer is 443 w/m2 in asphalt, 397 w/m2 in interlocking blocks and 351 w/m2 in grass. The WBGT and MRT value in concretes (28.2℃) much higher than that of grass(26.9℃) and exceed the regulation. It shows that the impermeable pavements not only absorb higher heat but also endanger the thermal comfort of the outdoor environment. the result of this research will help to alleviate the outdoor thermal environment in Taiwan by choosing a suitable outdoor pavements.
