Chou-Shui alluvial fan is chosen as our research target. Our goal is to recommend water-right management strategy based on regional geology, hydrology, current land use of nearby coastal areas, groundwater replenishment, groundwater withdraw changes, observed groundwater levels. According to our research results, scarce water resources can be fairly allocated based on water usage, supply region and priority through a well-defined and regulated-by-law water right trading system. First, proper water right allocation shall be defined, and then shall be adjusted according to the consequential and actual water uses. Also water right changes shall be recorded within a certain period. And with means of water right fee collection, reimbursement and dispute settlement of the above system, we can then achieve sustainable uses of water resources and fair cost allocation whiling using water.
