The study focuses on the related problems incurred from national universities to administrative incorporation. This thesis comprises national universities, the government’s role, administrative incorporation system and their interrelationships. To understand the situation of a national university in the current organizational structure and conditions as well as the nation’s role, the study will investigate into the value assessment of the “administrative incorporation” as a tool being applied to national universities. Starting from the formation and development of the “administrative incorporation”, the study presents the government’s obligations to a national university, inspects on a national university itself for its internal situation and difficulties, scoops foreign experiences on university to incorporation and the domestic practical performances, makes a preview of the possible problems being incurred from the domestic national universities to incorporation, and provides policy proposals. This thesis consists of six chapters. Chapter One demonstrates the motivation, objectives, scope, approaches and an outlined structure of the study. Chapter Two starts from the theory of the traditional public incorporation and builds up a vivid picture of the public incorporation with its perspective, organizational position and democratic justness. Further, it establishes the basis for the consecutive discourse through the notion of New Public Management, a Japanese system of Independent Administrative Incorporation and the development of the Bill of Administrative Incorporation. Chapter Three is a deep survey into the organizational conditions of national universities concerning their internal and external circumstances and difficulties, which include their establishment background, traditional and modern prospect, anticipated functions by the public as well as a probe on the government’s obligations to launch a national university and a clear statement of the organizational position and difficulties with regard to the current national universities. Chapter Four provides a comparative approach to investigate into the public incorporation system of German public universities and Japanese national universities. Also, it delineates the process of Taiwanese national universities to incorporation and the subject matter of the added administrative incorporation draft to the current amendment bill of the University Law. Further, the writer’s suggestions are included. Chapter Five makes a target of the national Chiang Kai-shek culture center to incorporations and its effectuation through an interviewee’s point of view, which can be set as a demonstrative object for national universities to administrative incorporation. It makes a trial survey of the administrative incorporation system being applied to national universities; then it makes an analysis and comparison between the implementation of the board of directors in American public schools and Taiwanese private universities.
