Summary:碩士 === 長榮大學 === 經營管理研究所 === 93 === In order to promote people the satisfaction to the government,Raise the national competitiveness。The Research, Development, and Evaluation Commission, Executive Yuan promote a series of ”Government Reform” programs, and promote the service quality of the government institution as focal point. What kind of influence does the organizational culture and leadership style of the local institution for service quality, What kind of differences that civilian have for service quality and satisfaction? These topics are focal point probed into of research. We have 426 effective samples and 77.44% effective recover rate from employee of Yong-Kang City organization and civilian of Yong-Kang City. Then we used the SPSS 10.0 software to analyze our questionnaire. The main conclusions of research are: 1. Only marital status has significant difference to service quality and civil satisfaction. 2. Organizational culture has significant difference to transactional leadership. 3. Organizational culture and leadership style has significant difference to expected service quality and service cognitive gaps.
