Summary:碩士 === 中華大學 === 營建管理研究所 === 93 === Since the Government Procurement Act took effect, there has been a lot of room for improvement in terms of procurement performance in some schools or organizations where the staff may not acquire good knowledge of the laws or professional ability to deal with procurement matters. Therefore, the present study would like to analyze the operation framework for the Procurement Center of the Taipei County Government, hoping to further discuss the management problems on school construction projects on the basis of the analysis. In the beginning, by means of literature review and questionnaires, the study would compare the differences between the centralized procurement for school construction projects and the self-procurement conducted in middle or elementary schools. Proper management policies on procurement would be proposed according to the results of the comparison.Furthermore, the laws or regulations based on which the Procurement Center of the Taipei County Government was established would be evaluated; the flaws in the law enforcement would be spotted and examined, which leads to improvement suggestions. In the end, an example of the framework of the Taipei Water Department would be applied to demonstrating the benefits of centralized procurement on the basis of the above analysis, as a result of which an authority-concerned-model for middle or elementary schools is produced.
