E-Learning has many advantages for education and business training. To get an overview of the Web-Based Instruction(WBI)market in Taiwan is important for all business. The purpose of this study is to investigate the classification and future tendency of WBI. Additionally, the study explored the critical success factors of curriculums design for e-Learning. The CSFs were explored in according to steps, main points and influential factors of curriculum design. The study used survey and Delphi methods. The results of market survey show that the universities in Taiwan usually design WBI for professional curriculums. In government organizations and syndicate, they provide writing-based courses as well as professional curriculums. There are three categories in business. They are computer professional certification curriculums, professional curriculums for business administration and curriculums about language training. The critical factors of curriculum design are as follows: (1) In the aspects of curriculum resources, time of curriculums design and the participators' background should be considered. (2) The prerequisite knowledge and computer skills are the most important characteristics of learners. (3) In order to improve learning interest of learners, the curriculums objective must be clear and obvious and meet the learners' requirements. (4) The curriculums contents should consider accuracy and practical utility and avoid delivering wrong knowledge. (5) Standards should be set up for preparing the course materials. Equipments of software and hardware for preparing course materials must be provided for convenient use. (6) The operation of user interface should be easy, simple and understandab. (7) In the aspects of curriculums' equipments, a stable teaching and learning plateform should be provided. The bandwidth for delivering course materials should also be considered. (8) The e-Learning capability should provide a channel of solving problems and interactive function for learners. (9) The curriculums evaluation should consider equity, rationality and evaluation methods. (10) The important factors of promoting the e-Learning system are obtaining the support of chief in business and encouraging students' learning.
