It enables our country to play an important role among global semiconductor supply chains. Recently, since the market demanding of tiny and portable communication products such as mobile phones, and consumer electronic products such as PDA, as well as technology progress in design, manufacturing, packaging, and testing, SOC has gradually become a mainstream in future semiconductor development. To respond to industry upgrade, we should provide good business environment to develop new chances in the future. This study first collects investigation data of both new and old science parks in our country and others, analyze development characteristics and functions of intelligent industry parks, parks scales, installation scales, management patterns, etc. Science parks and SoC parks will be compared. Literature on industry parks locations will be surveyed to analyze influence factors. This study will visit experts in research institutions and industry concerning chip design and R & D, so as to modify experts opinion. SoC locations choice conditions will be obtained preliminarily based on country factors, industry-related factors, R&D factors, Human Resource factors, and administration factors. Finally, questionair design is carried out based on level influence factors. Weighting of installation consideration factors are obtained according to AHP, so as to conduct statistical analysis of location choices. In addition, differences between scientific parks and SoC parks will be investigated to provide the government, industry, and policy maker references for determining parts locations.
