As a result, the process of assigning an appropriate person to the vacancy becomes an important issue in the human resource management. Usually, personnel assigning inner the organization requires referring to several qualitative indicators, such as the work complication and achievement or the satisfaction of superiors. However, those indicators do not have enough quantitative data for comparison. Although quantify the qualitative items to provide some quantitative data for policy-makers, some indicators reveal definite quantitative data like service seniority, education, experience, etc. might be blurred to decrease the precision. This research applied the modeling approach of Grey relational analysis to establish the relations among the factors, such as service seniority, education, experience, achievement, merit and special credit in order to analyze the model and establish the optimized model. The research results will provide the best references for policy-makers to assign an appropriate person according to the principle of fairness, justice, and open.
