The living standards have already reached a certain level. However, on one hand, fast economic growth contributes to huge improvement in the standard of living. On the other hand, air pollution, municipal waste problems, habitat destruction, resource depletion seem to be linked to economic growth. Those negative aspects of the economic growth affect the quality of life. People have begun to ask how to improve the quality of life? Moreover, what does it mean by the quality of life? How do we evaluate the quality of life? In the tradition of economic growth models, we take an aggregate view, that is, we consider national production (GNP), which is focused on the material aspect. Nevertheless, living environment is a complex issue, and one single aspect is not sufficient to present the whole picture of the changes of the quality of life. GNP can only indicate the transformation of economy; other aspects such as rate of crime, rate of unemployment and the increasing and reduction of hospitals cannot be revealed. Besides, there are different ways to indicate the changes of different facets of life quality. Therefore, this study aimed to develop a summative index that is able to divulge different aspects influencing living environment. The method of the study was to induct relevant literature and synthesize appropriate indexes and evaluation items of the quality of life. its mode development with Buckly 〔the Fuzzy AHP method mode of 1985〕for foundation, the research is to obtain the weight of evaluation indices by means of Fuzzy Analytic Hierarchy Process method. Then, the primary indices of the country in 92 by Directorate-General of Budget, Accounting and Statistics, Executive Yuan, R.O.C were taken as significant reference. Finally, the evaluation items were developed by the performance value of composite indices of simple weight method. The quality of life plays a crucial role in the competition among cities in the world. An appropriate index of the quality of life can be adopted to evaluate the public policies of the government in the living environment of a region or a city. In addition, the evaluation results serve as a basis for further decision making, and activate the motivation to increase the competition capability of a region or a city.
