Questionnaire was the major data collection methodology employed in this study. In specific, two insurance companies were chosen as the two cases in this study. In total, three hundred and twenty questionnaires were mailed to their branch companies located in Chiayi, Tainan and Kaohsiung areas. As a result, 215 questionnaires were returned and the overall return rate was 67.2%. The major findings of this study are summarized as following: 1. The extent to which a leader values an educational training program is positively related to employees’ motivation of participation in the training program as well as their future application. 2. Effort has to be made to match the vision of an organization with the career goals of its employees, employees are highly motivated toward their jobs if an organization’s vision helps to develop their career goals. 3. A supportive learning environment is needed in order for an educational training program to be effective. 4. The implementation of an effective educational training program lies in two factors: (1) the quality of its employees and (2) the desirable personal characteristics that the organization is looking for in its employees. Based on the findings above, several suggestions are provided. Firstly, leadership training has to be provided to upper-level managers. The research indicated that the leadership of upper-level managers strongly affects how much involvement employees would show towards a training program as well as to what extent they would practice what has been learned. Leaders with good leadership are role models for their employees. Secondly, taking into consideration the vision of an organization and the career goals of its employees when developing an educational training program is important. Establishing the vision of an organization by taking into consideration the career goals of its employees can be a motivating factors as to employees’ commitment to the organization.
