To deal with that, each department of the government has proposed a variety of solutions to simplify procedures of public service and at the same time to improve service quality. And the success of the solutions could mostly be affected by properly employing IT. Thus, the knowledge of how to properly employing IT has become an important issue. With the investments for employing IT by the government could be in vain, if the government wasn’t equipped with related expertise. To avoid the unwanted result, outsourcing for information systems (IS) has become one of the possible ways the government prefers to choose. For the purpose of understanding how to successfully outsource a large scale IS and what kinds of problem could be met, this study tried to explore: (1) procedures and management of outsourcing for a large scale IS by the government, and (2) problems could be faced during outsourcing for a large scale IS. Consistent with the focus of this study, an in-depth case study at Financial Data Center, Ministry of Finance was conducted to explore the procedures, management, and problems for outsourcing for a large scale IS. The data collection involved site visits and multiple interviews with officers of these sites. The interviewees had a high degree of involvement with the outsourcing project. The interview questions were designed based on inputs from literature reviews and suggestions of experts. The findings of this study can be useful not only for the government in outsourcing other IS projects but also for a researcher in doing further related research.
