碩士 === 國防大學中正理工學院 === 軍事工程研究所 === 93 === Nowadays, there are three major issues that require special attentions in the Occupational Safety and Health for Military Works. First, people do not understand how to correctly budget the items during project initiation. Secondly, people do not understand how to rightly pay the fee during construction. Thirdly, people do not understand how to effectively manage the performance of occupational safety and health work. Therefore, the development of a model for budgeting, paying and evaluating the performance of the occupational safety and health for military works becomes an important research issue. This research has conducted a questionnaire survey and interview with experts who work at the military engineering departments as well as other public sections in Taiwan. After studying, the author has developed three models that include budgeting, paying and evaluating the performance on the occupational safety and health for military works. Hopefully, these models can help our military works to finish in time, with high quality, right quantity, right budget, and no accident. In this study, four major parts are presented：（1）the discussion on the current issues in the operation of the budgeting, paying and evaluating performance, the establishment of the models of （2）budgeting, （3）paying, and（4）performance evaluation on the occupational safety and health of military works. The aim of the former three parts is to find the weakness and develop the correction proposals, and also to provide suggestions for drawing up schemes and revising the construction contract. The aim of the last is to establish a model of performance evaluation on the occupational safety and health during construction phase. The last part is based on the theory of performance evaluation. Through conducting an investigation, survey and questionnaire, the performance evaluation items and influence factors were developed by applying two mathematic models. First, the Fuzzy Theory is used to select the evaluation indexes. Secondly, the Fuzzy Analytical Hierarchy Process is applied to find the weight of these indexes. Finally, a case of military work is evaluated as an example by the developed performance model.
