For the purpose of establishing high quality and modern armed forces, ROC military has made adjustment on structure of troops. Because of downsizing organization, the troops took much more responsibilities of military training and administration tasks. Hence, how to promote the operational efficiency and morale of the troops becomes an urgent job for MND to do. U.S. Department of Defense issued DoDAF in February 9, 2004. It provided a guideline of describing C4ISR system from Operational View, System View and Technology Standard View. The architecture products can apply to Operation Process Reengineering, Acquisition Strategy, Capability-Based Analysis, Joint Capabilities Integration and Development System and C4ISP. Based on DoDAF, the study choose a general joint air defense operation as a case study. By the way of structured analysis methodology and Popkin SA software, the paper implements the architecture products and provides a lesson-learned of producing documents. In addition to that, we also analyze the process of command and control by using OV-1 to OV-6 and find unnecessary and redundant tasks to generate a to-be process for enhancing efficiency and shortening the response time of early warning. To implement a new process without verification and validation, the cost will be high. Therefore, the study applies Arena simulation software to make a dynamic performance analysis of architecture products. Based on the simulation results of quantitative statistics, we can modify some related parameters to meet the MOE. The results also can support the decision maker to decide whether to perform a new process or not and achieve the main goal of establishing high quality and modern armed forces. 林清壽 2005 學位論文 ; thesis 130 zh-TW |
