The Bureau of Industry, Ministry of Economy, are also vigorously implementing TIM plan that was drawn up in May of 2001 with the aim to enable industries in Taiwan in future to connecting perfectly through international electronic markets with outside world, expanding exporting capacity and enhancing visibility and international competitiveness of Taiwanese products.Eventhough, it has also been a long time for agriculture in Taiwan to conduct electronic and Internet trading under promotion by policy,however, the mechanism of B2B electronic trading has yet been operated effectively by electronic and Internet trading for agricultural products. What will impact on production processes and supply chains and which factors may affect the feasibility of electronic markets of agricultural products that if traded by B2B and Internet auction through electronic markets.These are subjects of this study would be explored. Under the premise of current promotion of electronic commerce of agricultural products and the establishment of Internet trading platform, the research had tried to understand and analyze supply and demand of bulk and wholesale markets of agricultural products.It is the present operational model of “Internet auction mechanism of agricultural products” that combines auction mechanism and B2B electronic commerce and takes the electronic trading markets dominated by the third party as the model of research. The primary objectives of discover the related factors of effects of “developing electronic markets of agricultural products through mechanism of Internet auction”. The researcher had conducted in-depth interviews with producers, officials and academic experts who understand distribution of agricultural products very well. The proposals and contents of interviews are analyzed and inducted into concrete elements of development and conditions of function that an electronic market of agricultural products should have. The results of interviews showed that most people have common knowledge but not very familiar with the mechanism of electronic trading markets and Internet auction. Nonetheless, most of the interviewers thought it is feasible to introduce electronic trading markets for agricultural products. Additionally, they also think that the most important factors affecting the implemetation of electronic trading markets into agriculture are supports and assistance, changing related regulations, implementing policy and reforms of purchasing procedures in organization and acceptance and learning of information system from governments and high-ranking officials of distribution organizations of agricultural products and so on. With such supports and assistance, the electronic trading markets of agricultural products will be able to operate smoothly, form scale of economy and to provide new access of agricultural products.
