Some efforts have been given to the transformation of such thought into fact. However, it has no result at all. In Taiwan almost all medicine colleges have adopted western medicine system of study except Chinese Medicine College--the only institution of traditional Chinese medicine. What they have done are but only just inheriting the modern medicine from west. In general view of the whole Asia, it may be worth deeply thinking and followed that Tokyo and Kyoto in Japan are the only two universities in which candidates of Nobel prizes of medicine have been cultured continuously. The attribute of this study is quality research. The interpretation made by the Council of Grand Justice in Judicial Yuan, No. 404 and 547 for instance, were applied in this study. Once the dialogue between law and healthcare industry started, the barriers in legal theory and medicine system have become capable to be adjusted or eliminated. One thing has been certain that until the colleges with western medicine system could be opened to the introduction of Chinese medicine system, the integration of these two systems is impossible. Once the law and the systems untie, a chain reaction will be started: 1. In education, a student of medicine college could have opportunity to be taught and trained in two systems at the same time. He could be a doctor to wed Chinese with western medicine, both in knowledge and skills after graduation. 2. In healthcare, this doctor could offer better cure to his patients with complementary techniques from both medicine systems. 3. In empirical study of medicine, in turn, an opportunity for upgrading our competing power to the world has been created since then. This is much more than a bright vision to all people who have been working in this field. This study could achieve the results as following: 1. The finding and comprehension to the limitation of government policies through studying of relating legal theories and medical development history in Taiwan. 2. The understanding to the difficulties and their methods of improvement of integration of Chinese and western medicine through study of the divergence of thought in Healthcare industry and the insufficient legal sources. 3. The understanding to the fact that integration of Chinese and western medicine is the future of healthcare industry in Taiwan through study of current of thought of the world. 4. The understanding to the fact that the integration of Chinese and western medicine will strengthen our competence in healthcare industry after participating into the World Trade Organization. 5. The understanding to the fact that the integration of Chinese and western medicine will be able to offer better quality of medical service, and it should start with the combining of the curriculum of Chinese Medicine into western medicine study. This study will offer suggestions in conclusion to healthcare industry, education institution and government from different aspects including: law, education and management.
