Summary: | 碩士 === 國立陽明大學 === 醫務管理研究所 === 92 === An outbreak of severe acute respiratory syndrome (SARS) began in Taiwan, in April, 2003. Through the media, the outbreaks triggered anxiety and influence public perception of susceptibility. The purpose of this study was to investigate the Armed Forces Kinmen Hospital’s crisis management in face of the SARS epidemic. A qualitative method was used to examine a resource-rare hospital’s reaction to the SARS outbreak in Kinmen.
Some important conclusions are listed as follows: 1.be crisis-ready, and face it in an instructive way if you have to. 2.make efforts to regain the public confidence toward hospital’s professional ability.3.arm your staff with communication skill in the process of fighting crisis, and promoting a better media relation in time of crisis so as to provide the general public with timely, accurate, and reliable information. 4.the hospital should take the best use of resource available in the local area so as to strengthen its ability to provide public goods and services. 5.an early warning system and emergency coping mechanism should be reinforced.
We also proposed some recommendations both for the reference hospital and the government health authorities, respectively. For the reference hospital: 1.evaluae whole process of control and prevention. 2.learn from the epidemic experience and practice the standard operational procedure on a regular - basis.3.keep alert on crisis and be prepared for them. 4.it is essential to lay emphasis on intra- and inter-organizational communication skills. For the government health authorities: 1.design strategic plans and take public health measures to control the epidemic. 2.prepare materials and launch a rapid epidemiologic assessment at the beginning of an outbreak or epidemic to define the scope of the problem. 3 re-examine the air and boat transportation system. 4.incorporate the public safeguard mechanism to control exceptionally contagious diseases into hospital ranking. 5.embedded marketing policy to spread epidemic knowledge. 6.design the training program for the healthcare supervisors to enhance the ability to cope with epidemic crisis.
We also suggest the need for future quantity research on evaluating interventions for dealing with similar epidemic crisis. In addition, how to develop a more quality and human-perspective decision model is a way worth to explore.
