In theory crisis management ability system (CMAS) can diagnose the four variables, with the model of empirical study, the structure of self diagnosis in organization crisis management is discussed and applied to medical institutions (mainly hospitals). Authentic data is used to assess the appropriateness of the crisis management ability analysis theory. The objectives of this study are as below: 1. To identify the cognitive strength of medical institutions in crisis management ability system (CMAS). 2. To explore the relations between crisis management ability and operating performance in medical settings. 3. To analyze whether medical institutions at different levels influence the crisis management construction ability or not. 4. To find out the difference of crisis management ability between general and specific medical institutions. This study is base on 553 samples in Taiwan’s local community hospitals that contracted with the Bureau of National Health Insurance (BNHI). The research received 109 completed questionnaires back from 97.1% of community and metropolitan hospitals, giving a response rate of 20.3%. The statistical findings indicate that 1. The average score of crisis management ability in medical settings in Taiwan is higher than middle level. 2. The various types and levels of hospitals significantly lead to different crisis management abilities. 3. Crisis management ability system significantly influences the operating performance (e.g., change rate of outpatient service amount) when hospitals are in a crisis. 4. The CMAS is not irrelevant to the hospitals designed for special purposes. 5. The year of post for decision makers in medical sector is likely to affect the operating performance of medical settings in crisis. 6. Hospitals make a poor performance in relation to the construction of system organization within CMAS. 7. There is no significant relationship between characteristics of decision makers in hospitals and CMAS performance. According to the results mentioned above, the theory of self-diagnosis on crisis management ensures the CMAS ability and correlates with the system, progress, steps and feedbacks specified by the theory of crisis management ability system, providing well-designed crisis management theoretical methods to deal with the uncertainty and rapid changes of external environment.
