This study utilized questionnaire survey method to achieve the above purpose. The questionnaires, based on reviewed literature, developed by the author, were administrated to 518 samples randomly selected from 48 elementary schools in Taipei. Data were analyzed by frequencies, K-S tests, K-H tests, one sample t test, and one-way ANOVA. Conclusions were drawn according to the analyzed data: (1)Elementary school educators were positive on attitude of implementing Children’s Cultivating Reading Plan. The significant differences of attitude of implementing Children’s Cultivating Reading Plan existed among educators with background of year of license, position, and school size. (2) Elementary school educators tended to have willingness to execute Children’s Cultivating Reading Plan. The significant differences of willingness of implementing Children’s Cultivating Reading Plan existed among educators with background of educational background , position, language major, school size, and seed school.(3)Elementary school educators reached medium degree in the executive capability of Children’s Cultivating Reading Plan. The significant differences of capability of implementing Children’s Cultivating Reading Plan existed among educators with background of position, school size, and seed school.(4)Elementary school educators needed more resources in implementing Children’s Cultivating Reading Plan. The significant differences of essential resources of implementing Children’s Cultivating Reading Plan existed among educators with background of position, language major, school size, and seed school.
