It is hope that the implications for the educational administration agencies, school administrations and parental association will be drawn. This study utilized methods of document analysis and questionnaire survey. The framework of study was formed from document analysis. The subject included 950 elementary schools students in Taipei. Data were analyzed by descriptive statistics, Chi-square and one-way ANOVA. According to the above purpose and method, the findings of this study are summarized as follows: 1.There is significant difference existed between students gender on the elementary schools students the purpose of using computer, the purpose of using net, the problems of using net and information literacy. 2.There is significant difference existed between parental education on the elementary schools students information access, and information literacy. There is significant difference existed between fathers’ education on the elementary schools students the purpose of using computer and net. 3.There is significant difference existed between parental vocation on the elementary schools students the purpose of using net. There is significant difference existed between fathers’ vocation on the elementary schools students information access, and information literacy. 4.There is significant difference existed between family income on the elementary schools students information access, information literacy, the purpose of using net and the method of searching. 5.There is significant difference existed between net had or not at home on the elementary schools students the location of connecting net, the method of searching, the problems of using net and information literacy. There is significant difference existed between computer had or not at home on the elementary schools students information literacy. 6.There is significant difference existed between students living location on the elementary schools students information access, the purpose of using net and information literacy. 7.There is significant difference existed between school size on the elementary schools students the location of connecting net. According to the conclusions of this study, some recommendations were presented to the educational administration agencies, elementary schools, and parents.
